ON MARCH 8TH, 2024, THIS BOARD TOOK AN HISTORIC STEP BY PASSING A RESOLUTION TO ESTABLISH THE VICTOR VALLEY UNION HIGH SCHOOL DISTRICT POLICE DEPARTMENT. ON AUGUST 5TH, 2024, I BEGAN THE WORK OF TURNING THAT VISION INTO REALITY. TODAY, I'M PROUD TO STAND BEFORE YOU ENSURE THAT WE HAVE REACHED THAT GOAL AND ARE NOW ON OUR THIRD DAY OF ACTIVELY POLICING AND SERVING WITHIN OUR SCHOOLS. THIS EVENING, WE HAVE THE PRIVILEGE OF CONTINUING TO BUILD THE FOUNDATION OF OUR DEPARTMENT BY WELCOMING TWO HIGHLY EXPERIENCED AND DEDICATED LAW ENFORCEMENT PROFESSIONALS.

OFFICER PRISCILLA JIMENEZ AND OFFICER JACOB LEDUC. TOGETHER, THEY BRING MORE THAN THREE DECADES OF SERVICE, LEADERSHIP AND UNWAVERING COMMITMENT TO THE COMMUNITIES THAT THEY HAVE SERVED. OFFICER JIMENEZ HAS DEVOTED THE PAST SEVEN YEARS TO SCHOOL BASED POLICING, FOCUSING HER CAREER ON CREATING SAFE AND SUPPORTIVE LEARNING ENVIRONMENTS FOR STUDENTS AND STAFF. HER ABILITY TO BALANCE ENFORCEMENT WITH MENTORSHIP HAS EARNED HER THE TRUST AND RESPECT OF THE SCHOOL COMMUNITIES SHE HAS SERVED. OFFICER LEDUC BRINGS AN EXTRAORDINARY 25 YEARS OF POLICE EXPERIENCE, HAVING SERVED IN A WIDE RANGE OF ASSIGNMENTS THAT SHARPENED HIS SKILLS AS A LEADER, PROBLEM SOLVER AND COMMUNITY PARTNER. THE PROBLEM. WE BELIEVE OFFICER WOODS HISTORY IS TOO TARNISHED. HE WAS ADJUDICATED RESPONSIBLE FOR THE SHOOTING DEATH OF NATHANIEL PICKETT, AN UNARMED YOUNG MAN. MONTHS LATER, HE WAS INVOLVED IN THE SHOOTING INJURY OF ANOTHER PERSON. AS A RESULT OF THESE NEGLIGENT ACTS. IN THE FIRST INCIDENT, A FEDERAL JURY AWARDED $33.5 MILLION, WHICH INCLUDED 18 MILLION FOR PUNITIVE DAMAGES. IN THE SECOND INSTANCE, A $1.5 MILLION SETTLEMENT WAS REACHED. WITH THESE THINGS IN MIND. WE BELIEVE IT IS VERY RISKY AND POTENTIALLY A VERY EXPENSIVE DECISION TO HIRE OFFICER WOODS TO PATROL THE CAMPUS. A PERSON WITH HIS RECORD POSES A VERY HIGH RISK POLICING OUR STUDENTS WITH HIM. THINGS MAY BE ON A HAIR TRIGGER ON CAMPUS. IF SOMETHING BAD HAPPENS, IT COULD PROVE VERY COSTLY FOR THE DISTRICT. WHEN IT IS REVEALED THAT THE BOARD HAD PRIOR KNOWLEDGE OF HIS HISTORY, BUT IGNORED ALL WARNINGS AND PLOWED AHEAD WITH THE HIRE.

MONETARY DAMAGE IS BAD, BUT THAT WOULD NOT BE THE WORST. IMAGINE FOR A MOMENT INJURY TO A STUDENT AND GOD FORBID, THE LOSS OF LIFE OF A STUDENT. THAT WOULD BE A PREVENTABLE TRAGEDY FOR WHICH THE BOARD WOULD BE HELD RESPONSIBLE. THOUGHTS AND PRAYERS WOULD NOT BE GOOD ENOUGH. THE BOARD WOULD BE HELD RESPONSIBLE BECAUSE IT DID NOT EXERCISE ITS FIDUCIARY RESPONSIBILITY TO THE PARENTS AND STUDENTS. PLEASE, SOMEONE HELP ME MAKE THIS HIRING DECISION MAKE SENSE. I HAVE SEEN THE VIDEO FOOTAGE OF OFFICER WOODS ATTACKING A YOUNG MAN. WHAT I WITNESSED WAS A BLATANT DISREGARD FOR HUMAN LIFE.

WATCHING HIM CHASE, TACKLE AND THEN SHOOT AND KILL AN UNARMED PERSON WAS BEYOND DISTURBING.

THIS IS NOT THE TYPE OF INDIVIDUAL WHO SHOULD EVER BE IN CLOSE PROXIMITY TO OUR YOUTH.

THIS CAUSES ME TO QUESTION WHAT WERE THE QUALIFICATIONS FOR THIS POSITION, AND DID OFFICER WOODS ACTUALLY MEET THEM? BECAUSE BASED ON WHAT I'VE SEEN, IT'S HARD TO BELIEVE THAT ANY SERIOUS VETTING PROCESS WOULD HAVE LED TO THIS HIRE. THE DISTRICT HAS ALREADY BEEN INVESTIGATED BY THE OFFICE OF CIVIL RIGHTS FOR DISPROPORTIONATELY DISCRIMINATING AGAINST BLACK STUDENTS. KNOWING THAT HISTORY, IT FEELS LIKE MORE THAN A COINCIDENCE THAT AN OFFICER WHO KILLED AN UNARMED BLACK MAN HAS NOW BEEN WELCOMED TO WORK IN OUR SCHOOLS. NOW I HAVE TO ASK IF THE VICTIM HAD BEEN A YOUNG WHITE MAN OR A WHITE GIRL, WHAT OFFICER WOULD STILL HAVE BEEN CONSIDERED A VIABLE CANDIDATE FOR THIS POSITION?
